Xpra: Ticket #1386: use python3 for the sound subprocess
That's already the case on win32.
We should do the same for Linux and OSX.
Somewhat related to #1253.

- win32 is back to using python2 because the cx_freeze based packaging for the new build system does not support packaging python3 properly (#678)

Note: since we now use split packages (#1253), we cannot assume that python3 is available... so rpm distros no longer use python3 by default.

The python3 port is making enough progress (#1568) that we will be able to move everything rather than piecemeal.
