There are now packages for Fedora, we can use the same spec file to make packages for centos. Debian doesn't have it, so we need to keep the ability to ship bundled in. For MS Windows and OSX, the py2app / cx_freeze / py2exe should be able to pick it up no matter where it is.

@smo: please confirm, in particular your builds seem to be having problems with rencode at '.../rencode/__init__.pyc' lacks versioning information
(seen in logs of tickets #697 and #163). This should not happen.
Not sure what the issue was recompiled rencode and problem went away.
