Tested with trunk r10783 Win8.1 Fedora 19/22 clients:
xpra control :whatever start-child xterm
works as expected
Windows client prints the following error:

Ah, right. I messed that up in r10753 for #489 and I was testing with sharing mode enabled, which does not trigger the bug..
This should be fixed in r10785.
@maxmylyn: please close if that works for you.
