Xpra: Ticket #683: unbundle python rencode rpm

There are now packages for Fedora, we can use the same spec file to make packages for centos. Debian doesn't have it, so we need to keep the ability to ship bundled in. For MS Windows and OSX, the py2app / cx_freeze / py2exe should be able to pick it up no matter where it is.

We should build updated python3-Cython (and not just python-Cython), which is also needed for #640.

Mostly done in r7671, beta Fedora and centos packages are available: http://xpra.org/beta/, Debian packaging still needs doing - oh joy.

Debian packaging hacked together in r7860, dependency added in r7861. Beta builds tested.

@smo: please confirm, in particular your builds seem to be having problems with rencode at '.../rencode/__init__.pyc' lacks versioning information (seen in logs of tickets #697 and #163). This should not happen.

Not sure what the issue was recompiled rencode and problem went away.
