Undecorated windows like Chrome can't resize if windowstate is NORMAL.

I don't know what "if windowstate is NORMAL" means, but this ticket sounds like a duplicate of #772.
As I knew or read somewhere, Windows have 3 state: normal, maximize and minimize. And I think this ticket is a duplicate of #772.
Doesn't this work with Linux clients?
I don't use Linux for client, so I have not had the opportunity to try.
